Great list - really interesting to see what's going on around the country.
Just to say that at Barnet we are also using FriendFeed (http://friendfeed.com/barnetcouncil), big users of YouTube increasingly (http://www.youtube.com/barnetcouncil1), have launched our own more multimedia consultation site (http://whereilive.org), are this week launching the leader's blog (http://leaderlistens.org) which will included YouTube video clips of him answering questions at public meetings, and a pretty underused Flickr account (http://www.flickr.com/photos/26735917%40N06/).
We also use confluence as our (limited functionality) internal wiki.
